Means 'in addition to' or 'on top of'. It adds a further item or factor to what has already been mentioned, often stacking one thing onto another. Frequently paired with も in the following clause to reinforce the addition.

の nominalizes the clause, then に加えて adds the rain; 雨も reinforces the addition

Kare wa Eigo ni kuwaete, Furansugo mo hanaseru.
In addition to English, he can also speak French.

• Often followed by も to strengthen the 'also/too' feeling. • Register: neutral to formal; common in writing. • Used to pile an extra factor onto an existing situation.
The JLPT rarely asks whether you recognise a pattern — it asks which of several similar patterns fits. These are the ones ~に加えて is tested against.
に加えて simply adds one more item on top, while だけでなく ('not only... but also') emphasizes that the second item is added beyond expectation.
に加えて attaches to nouns and neutrally adds an item, whereas うえに often adds a same-direction (both good or both bad) factor and can follow full clauses.
