  件 (matter) + に関して marks the topic of the explanation

• 環境に関する研究をしている。

  Kankyou ni kansuru kenkyuu wo shite iru.

  I am doing research related to the environment.

  に関する modifies the noun 研究, 'environment-related research'

• その問題に関して質問があります。

  Sono mondai ni kanshite shitsumon ga arimasu.

  I have a question concerning that problem.

  問題 (problem) + に関して marks what the question is about

• ・Register: formal/written; more formal than について.
• ・に関して modifies verbs; に関する attaches before a noun.
• ・Marks the subject matter/topic, not the location or occasion.
