Introduces the standard, standpoint, or aspect from which a judgment is made. It answers 'considering X, then...' and is used to evaluate something against a particular criterion. It typically follows a noun representing a viewpoint, standard, or field, not a person.

経験 (experience) is the standard from which the judgment is made

値段 (price) is the criterion of comparison
今の実力からいって、優勝は難しいだろう。
Ima no jitsuryoku kara itte, yuushou wa muzukashii darou.
Judging by current ability, winning will be tough.
実力 (ability) is the basis for the conclusion
• Attaches to nouns showing a standard/aspect (経験, 値段, 立場), not people. • To express a person's viewpoint, use からすると or にとって instead. • からいって is the more assertive, conclusive variant.
The JLPT rarely asks whether you recognise a pattern — it asks which of several similar patterns fits. These are the ones ~からいうと/からいえば is tested against.
からいうと judges from an abstract standard or criterion (price, experience), whereas からすると judges based on a source/perspective, often a person, drawing an inference.
からいうと states the basis of an evaluation ('in terms of'), while にとって marks the party for whom something is relevant ('for someone').
