Expresses that an action takes place 'under' something — under the guidance, supervision, or influence of a person, or under a certain set of conditions or circumstances. のもとで tends to describe a place or situation you act within (often under a person's care/guidance), while のもとに often introduces a condition or premise on which something rests. Both come from 元/下 (base, foundation) and carry a somewhat formal, written tone.

のもとに introduces the premise/condition the action rests on
• Register: formal and often written; common in essays and reports. • のもとで = 'under (guidance/place)'; のもとに = 'on the basis/premise of (a condition)'. • Frequently pairs with people (先生, 監督, 医師) or abstract conditions (法律, 条件).
The JLPT rarely asks whether you recognise a pattern — it asks which of several similar patterns fits. These are the ones ~のもとで/~のもとに is tested against.
において simply marks the setting/field ('in/at'); のもとで adds the nuance of being under someone's guidance or a governing condition.
によって marks the agent/means that causes something; のもとで marks the environment or authority one acts within, not the cause.
