  京都 + というと picks up the topic and offers its typical association.

• 夏といえば、花火大会が楽しみだ。

  Natsu to ieba, hanabi taikai ga tanoshimi da.

  When it comes to summer, I look forward to fireworks festivals.

  夏 + といえば raises the topic and links it to a common image.

• あの時の嬉しさといったら、言葉にできないほどだった。

  Ano toki no ureshisa to ittara, kotoba ni dekinai hodo datta.

  As for how happy I was then, it was beyond words.

  嬉しさ + といったら here conveys an extreme, emotional degree.

• ・といえば is the most neutral 'speaking of'; というと can add 'if you mention X, then...' logic.
• ・といったら often expresses an extreme emotional degree ('so ~ that words fail').
• ・Used to smoothly shift or develop a conversation topic.
